Institutional Partners

Our History

1. Policy Communication Training Unit, LGI/OSI (2002 - 2011) - We began our work in 2002 as a training group within the Local Government Initiative of the Open Society Institute, based in Budapest. Our focus was firmly on expanding the circle of NGOs/thinktanks, academia and civil servants producing and advocating for evidence-informed policy advice mostly in Central/Eastern Europe, the Balkans, the Caucasus, Central Asia and Mongolia. In this area of policy work, we have supported 19 different policy fellowship programmes from Portugal to Mongolia and produced market-leading policy skills resources.

2. ICPA gGmbH, Berlin (2012 - 2024) - In 2012, we set up our own independent NGO and registered as a non-profit company in Berlin. With the growth of populism around the issues of migration and civic space in the 2010’s, we also began to focus on public advocacy and narrative change, as the centre ground in these issues was eroding to divisive narratives that had previously been the preserve of the far right. In the area of narrative change and strategic communications, we have run 5 Narrative Development Labs to develop multiple empirically-driven pilot campaigns and projects and produced the go-to toolkit for progressive migration campaigners on narrative change.

3. ICPA 2.0 Limited, Ireland (2025 - present) - In 2025, we started our 3rd phase by registering as a consultancy company in Ireland. In this phase, we will continue to support those pushing back against illiberal forces by advising and building the capacity of those wishing to reframe the debates around civic rights/civic space and migration. We are also aiming to innovate around research and testing methods in narrative change and strategic communications. On the policy side, we will continue to support those wishing to produce evidence-based research proposals and aim to innovate on making effective policy in a polarised world and enhanced stakeholder engagement in the policy making process.
